Do I have to empty a tank?

Only if you choose to. There is a plug on the underside for occasional draining and a port on the back for the supplied 2.1 ft hose, which drains continuously by gravity. How much water appears depends entirely on humidity: in dry air you may never see any, while in sticky weather a portable unit of this class can pull several pints an hour.

What size window does the kit suit?

Openings from 25.5 to 47 inches, on sliding windows that move either up and down or side to side. Crank out casement windows need a purpose made panel, since a generic sliding kit leaks when it is forced into that kind of frame.

Is 8,000 BTU enough for my room?

The seasonally adjusted rating is 5,000 BTU and the manufacturer matches that to about 250 sq ft. Deep sun, a high ceiling or poor insulation all cut that figure, so treat it as a ceiling rather than a target.

Where does the hot air actually go?

Out of the window through the exhaust hose. A single hose unit draws the air it exhausts from inside the room, which slightly lowers the pressure indoors and pulls warm air back in around doors and window gaps. GE Appliances describes exactly that trade off, and it is why a snug window seal is worth the extra five minutes.
