Is the snow flocking or tipping?

Tipping. The manufacturer calls it a romantic snowy design and the close ups show white on the ends of the needles rather than a full flocked coating. Less will come off than on a heavily flocked tree.

Will 250 lights be enough?

On a tree 1.9 ft wide, yes, and comfortably. A narrow tree needs far fewer bulbs than a full one to look evenly lit, because there is less surface to cover.

How much room does it need?

1.9 ft across on a 16 inch base, so roughly a two foot square. That is why pencil trees suit flats and hallways.

What ceiling height does it need?

Seven feet or more. Guides advise about twelve inches of clear air above the tip before a topper goes on.
