Can I hang ornaments on it?

Light ones, and the manufacturer shows exactly that: baubles for Christmas, small figures for Halloween, hearts for Valentine's Day. The tips are wire cored and bend, so they will hold a light hook.

Is it safe outdoors?

The manufacturer recommends indoor use. Health Canada also advises that indoor rated decorations and light strings stay indoors, so treat this as an indoor tree.

How heavy is the base?

No weight figure is published. It is described as a weighted cement base, and the manufacturer suggests placing heavy objects on it to prevent tipping, which is worth doing in a busy hallway.
