The canopy turns, the base stays
A pedal at the foot of the post releases the rotation. Step on it, hold the post and turn the canopy through as much of a circle as you want, then step off. The base and its weights do not move at all, and neither does the furniture underneath.

Where the weight sits
Everything heavy in this design is at the bottom of the post: the 40 inch cross frame, and the weighted base you add on top of it. Above that the arm runs out with a diagonal brace, and the grey canopy hangs from the end of it. That is the arrangement that leaves the ground underneath clear.

Over a dining table after dark
Swing the same canopy over the table and the LED beads light the plates from directly above. The rim is 6.4 feet up and the crown 8.4 feet, so there is room to stand at the middle. Roughly 6 to 8 hours of light after a full day's charge, on the manufacturer's figures.
The pedal, close up
The inset shows exactly what you are stepping on: a small pedal at the foot of the post. It unlocks the rotation while your foot is on it. No tools, no loosening a collar overhead, and no need to empty the base first.
