How do the six tilt levels work?

The arm carrying the canopy steps through six fixed positions rather than sliding freely, so it locks where you leave it. Lower settings lean the canopy into low sun; higher settings give more headroom under the rim. It is a separate control from the rotation.

Does a weighted base come with it?
