Why do the branches hang down?

It is deliberate. The manufacturer shapes each branch to bow, so the tree looks as though snow has settled on it. Combined with the willow like PE leaves, which are long and loose rather than stiff, it gives a softer outline than a tree with branches held out straight.

Does the flocking shed?

Some will, mostly while the tree is being moved or handled hard. Flocked tree care guides advise assembling it in the spot it will stand, handling the branches gently, and dusting with a soft duster from the top down rather than vacuuming it.

Why will not the lights come on?

Check the wire joints first. The manufacturer's own assembly panel makes connecting the wires a separate step, because each section carries its own run and they plug into each other as the trunk goes together. A section that is seated but not plugged in will stay dark.

How much space does it need?

Seven feet tall with a 4.1 foot spread on a 20 inch stand. Leave a clear circle of about four and a half feet so the drooping branches are not pushed against a wall, since that is where the shape does its work.
