Is 700 lights a lot for a six foot tree?

It is on the generous side. Plenty of six foot pre-lit trees ship with two or three hundred. The practical effect is that the inside of the tree lights as well as the outside, which is what stops it looking like a lit outline.

What ceiling height do I need?

Around seven feet or more. Guides advise keeping about twelve inches clear above the tip before a topper goes on, which a standard eight foot ceiling manages easily.

How does it store?

Three hinged sections and a folding stand. The lights stay on the tree, so nothing has to be coiled or tested separately next year.

Can I turn the effects off and just have it lit?

Yes. Steady is one of the seven modes, and there are full and half brightness settings alongside it.
