Does a weighted base come with it?

No. This listing is the frame and canopy only, which is what the title means by without weight base. Because the canopy hangs off to one side, a side post umbrella needs considerably more ballast than a centre-pole one of the same width, so buy the base for the style rather than for the canopy size.

How much does a 10 foot canopy cover, and how much headroom is there?

The cover measures 10.00 feet across and the arm reaches 6.43 feet out from the post, so the shaded circle sits beside the stand rather than around it. Underneath, the rim is 6.72 feet off the ground and the crown 8.03 feet, which is enough to walk under at the centre but low enough at the edge that a tall guest will duck.
