Plenty of towers wrap sisal over the lower half of a post and finish the rest in carpet or bare board. A cat reaching up at full stretch finds nothing to grip and goes back to the furniture it was using before.

Two floors in one drum
The condo is a tall cylinder split into two levels with an opening on each, marked at 20 by 18 centimetres. Two cats can be inside at once without meeting. The cover lifts away: inside it is bamboo, which stays cooler than fabric in a warm upstairs room, and outside it is a sisal mat that counts as another scratching surface.
Wrapped end to end
Seven posts, each 8.5 centimetres across, covered in rope over their whole length. The panel draws the comparison itself with a tick and a cross. A post wrapped only at the bottom runs out of sisal exactly where a cat reaches at full stretch, and that is the moment most cats give up and go back to the arm of the sofa.
