How do I mount these safely?

Screw the brackets into wall studs, not into plasterboard alone. Studs are typically 16 inches apart from centre to centre and sometimes 24. Wall anchors help in plasterboard but are not a substitute for a stud under an active cat.

How far apart should the shelves be?

Guidance for cat wall furniture is roughly 12 to 18 inches between levels for an easy jump. Athletic cats manage more, and older or smaller cats want less.
