What ceiling height does it need?

Seven feet of tree plus the stand and a topper, so an eight foot ceiling is the practical minimum and nine is comfortable. The 6 ft or 5 ft version in this range suits a lower room.

Does it come with lights?

No. It is unlit, so the string, the colour and the density are yours. A pencil tree takes noticeably fewer bulbs than a full tree of the same height because there is less depth to fill.
