Will the flocking shed?

A little, and the manufacturer says so themselves on their own photographs: a little flocking may shed during first setup, and gentle handling works best. Build the tree where it will stand, open the branches without gripping them hard, and vacuum once afterwards.

What does IP44 on the controller mean?

It is a splash resistance rating for the controller, not a licence to use the tree outdoors. The manufacturer states the tree is for indoor decorating and publishes no outdoor rating for the tree itself, so treat the IP44 mark as protection against a spill rather than weather.
