Is the dark blue version the same machine?

Yes. Capacity, modes, noise rating, accessories and dimensions match the white and grey versions of the same model. The cabinet colour is the only difference.

What does the 650 ml tank mean for me?

It is the internal reservoir the unit fills if you run it without the drain hose. When it is full the machine stops and signals rather than spilling. Fitting the 25.5 inch drain hose avoids the tank filling at all.

Which number is the honest capacity?

Both are honest, but they measure differently. ASHRAE 8,000 BTU is a lab figure and SACC 5,300 BTU is the seasonally adjusted one, which Danby notes is generally lower. The 230 sq ft coverage is matched to the SACC number.

What happens to the heat it removes?

It leaves through the exhaust hose at the window, along with the heat the compressor itself produces. That is why the hose has to reach outside and why a tight window seal makes a noticeable difference.
