Which capacity figure should I trust?

The one measured closest to your room. 30 pints a day is measured at 95F and 90% relative humidity, which is a greenhouse. 24 pints is at 86F and 80%. 13 pints is at 80F and 60%, the AHAM industry condition and the closest of the three to a Canadian home in summer. The US Department of Energy moved its own test to a cooler 65F and 60% in 2019, and that produces smaller numbers again.

How often will I be emptying the tank?

It depends on the room, not on the machine. The 0.5 gallon tank is about eight 250 ml bottles of water. In a damp basement in July it can fill in well under a day. In a bedroom in October it might last several days. If you are emptying it daily, connect the 3.3 ft hose instead and let it drain.

Can it run in a cold room?

It is a compressor machine, so it works best above about 10C and is at its best above 15C. Below that a compressor unit spends more of its time defrosting than drying. For a garage or crawl space that sits close to freezing, a desiccant dehumidifier is the correct type.

Does it use a standard household outlet?

Yes. The specification is 120V, 60Hz at 195W, which is a light load on an ordinary grounded Canadian outlet. Plug it into the wall rather than through a light duty extension cord.
