Does it need a special outlet?

No. The manufacturer specifies 115V at 60Hz drawing 7.8 A, which is an ordinary Canadian household socket on a normal circuit. The cord is 5.6 ft, which is short, so choose a spot near an outlet.

Is 450 sq ft realistic for a 10,000 BTU unit?

It is the maker's own figure, quoted against a 6,000 BTU SACC rating, and it sits at the optimistic end for this capacity. A well insulated room without much afternoon glass will come closer to it than a sunny open plan space.

What is the difference from the 8,000 BTU version?

How does drainage work?
