Is this an evaporative cooler?

No, despite the wording in the listing title. It is a refrigerant air conditioner with an exhaust hose that has to run to a window. The evaporating part refers to the self-evaporating system that disposes of condensate through the exhaust rather than into a tray.

Does it run on a normal outlet?

Yes. The manufacturer's specification gives 120V at 60Hz and a rated consumption of 1,020 W, which is an ordinary Canadian household socket. Give it a dedicated outlet rather than sharing with other heavy appliances.

Will I need to drain it?

Usually not. The self-evaporating system carries most of the condensate out as vapour. In genuinely humid weather more water arrives than can evaporate, and the 26 inch drainage hose deals with it.
